Tait Russell — Senior Compliance Manager
Tait brings over 18 years of experience from Charleville Vineyard and Microbrewery, where he most recently served as Director of Operations. In that role, he oversaw all aspects of winery and brewery operations, including product development, manufacturing, packaging, sales, distribution, and management of the St. Louis taproom. Tait joined BeLeaf Medical in May 2023 and now serves as Senior Compliance Manager. He is responsible for regulatory compliance across all licensed operations, collaborates closely with department heads on cross-functional initiatives, and manages communications with the Division of Cannabis Regulation (DCR).

There’s a reason Missouri’s cannabis market caught the attention of the Wall Street Journal. With smart regulation and a strong local demand, the state’s program is emerging as one of the country’s strongest. Here are a few standout factors driving that momentum:
- Limited licenses (approx. 400+/- issued including cultivation, manufacturing and dispensary) help maintain pricing power and keep margins stronger by limiting supply and avoiding oversaturation
- Low taxes — just a 6% state sales tax plus a low 4% corporate tax rate, sidestepping the high-tax traps seen in other states like Colorado
- Homegrown brands dominate sales charts
- Cross-border demand continues to rise, as adult-use cannabis remains illegal in six neighboring states, including Kansas
- High average item prices well above many coastal peers, suggesting a loyal consumer base willing to pay for quality
- Veteran support is built into the framework, with cannabis tax revenue helping to fund services for MO veterans
- Microbusiness licenses offer opportunities for disadvantaged entrepreneurs, supporting equitable participation in the industry
