What’s the ICCA and Why It Matters to Missouri’s Legal Market

Ever wonder why some cannabis products are sold in gas stations with no oversight while your favorite dispensary is tightly regulated? That’s where the Intoxicating Cannabinoid Control Act (ICCA) comes in. This legislation (SB 54 & HB 593) aims to bring all intoxicating cannabis-derived products—like Delta-8 THC—under the same safety and regulatory standards as Missouri’s legal marijuana program. That means things like third-party lab testing, child-resistant packaging, and local business support. It also prevents the creation of a second, loosely regulated market that could undercut the integrity and safety of Missouri’s cannabis industry. The ICCA is about common-sense, cost-effective regulation that protects both consumers and cannabis businesses alike.

Fact: Sales of intoxicating hemp-synthesized products account for less than 3% of in-store sales in the state, and these products are almost exclusively made and grown outside of Missouri (increasingly overseas in countries like China).
